[chiglug] VC with video presenation

I did this on my 18.04 box:
https://wiki.debian.org/audio-loopback
which looks about the same as
https://wiki.ubuntu.com/record_system_sound

In jitsi, left the audio input as "default"

I played a video, it seems like the audio got piped into jitsi, but I am
not sure how to test.

I think the audio is going from vlc to chrome to jitsi and off to the
server, and also from vlc to my speakers.
