[chiglug] simple server setup scrutiny

DebCof starts in a week and they want their own instance of my video
system.  that's good, but they haven't set it up yet.  I have a fabric
script and some post install instructions to make it easy, but until
someone other than me does it, It hasn't happened.

If someone can review or better yet actually do it, that would help ensure
everything goes smooth.   There is an expectation that you know something
about fabric and VMs and setting things up. It is a conference about Debian
after all.

There is a Vagrantfile in that dir too, so you can use that too, assuming
you know some vagrant.

Let me know what you think, If you can move some of the post install steps
into the fabfile, good.
