[chiglug] vm for debconf?

however long it takes to process videos.  90% will be done within a day or
two, but some may drag on a few weeks. so end of Sept is a good target for
when to take it down.

ps, no video files hit the server, just the meta data: title, start time,
file name, URL of  afile server where the encoded file got uploaded too,
etc.
